I think people get a bit confused between systems engineering and operations. A systems engineer is often focused on DESIGN which is heavy on modeling and simulation with some data whereas someone OPERATING a business unit or infrastructure had a lot more data, and their decision making footprint is closer to real time (especially if those decisions are automated). Needless to say there is overlap but the distinction is important because people with similar education may have very different knowledge, tools and experience based on whether they worked predominantly in design or in operations of systems.
